Taoyuan Mayor Chang San-Cheng attended a signing ceremony on the afternoon of June 1 to finalize a Memorandum of Understanding (MOU) between Taoyuan Metro Corporation and Tokyo Monorail Co., Ltd. Mayor Chang noted that Japan’s transit systems are world-class, particularly in on-time performance, safety management, transit-oriented development, and tourism marketing. He emphasized that this new partnership will allow Taoyuan to learn from Japan’s extensive experience, elevate its own metro service quality, and drive both urban growth and tourism.
According to Mayor Chang, rail transit in Japan does far more than just move people—it serves as a powerful engine that links urban functions and fuels city development. He pointed out that besides moving commuters, Tokyo Monorail has successfully branded itself as the "Tokyo Panorama Line," showcasing the scenic Tokyo Bay waterfront and local urban character. This approach aligns perfectly with Taoyuan’s goal of blending transportation with tourism.
While Tokyo Monorail brings over 60 years of deep operational experience to the table, Taoyuan Metro is a younger system currently at a critical turning point. With the Taoyuan Metro Green Line scheduled to begin operations by the end of this year and several other routes in the planning stages, the city is rapidly expanding its network and operational scale. Mayor Chang stated that this MOU offers Taoyuan a vital learning opportunity and will significantly boost Taoyuan Metro’s efforts to upgrade its operations management and passenger services.
