Chiayi City Government has announced the build-operate-transfer project of the green energy sustainable recycling center for Chiayi City Incineration Plant to continue providing quality service by introducing new technology. CTCI was selected as the best applicant, and the bidding has come to a success. The corporate will invest 6.1 billion Taiwanese dollars in reconstruction of the original plant and introduction of new technologies that are compatible with the local surroundings. An even modern and eco-friendly green energy plant will be built. Taking the opportunity of leading the team to Foodex Japan, Min-hui Haung the mayor visited Musashino Clean Center and Meguro Cleaning Factory in Tokyo yesterday. Keichi Nagaya the director of JFE oversea business department received Haung in person for a great exchange with the guide of Jun-ze Liao the CEO of CTCI.
Huang appreciates the hospitality of Nagaya as well as the experience shared. She indicates gratitude towards CTCI and Sinotech Engineering Services, Ltd. for assisting the City Government on the construction of the green energy sustainable recycling center. They will introduce technologies and techniques that are more capable for environment protection and sustainable development.
All the cities and counties are facing the crisis of waste management and Chiayi City has to be ready, Huang points out. Chiayi City has the 2nd highest population density of Taiwan after Taipei City. Incineration plants are a nimby facility for most of people while being a must for everyday basis. The plant in Chiayi City that was inaugurated 25 years ago is no longer able to deal with different types of waste changed over time.
Huang is impressed by Musashino Clean Center and Meguro Cleaning Factory built within high-class residential areas through complete landscape planning. She expects to introduce new technologies to build an eco-friendly sustainable recycling park with top safety and efficiency through learning from the experience of Japan.
The construction plan for Musashino Clean Center was to build a new plant before the demolishment of the old one as the plan of Chiayi City for the new plant, says spokesperson of Environmental Protection Bureau. The design of Musashino Clean Center is based on local bushes. The façade is covered with tiles for greenery to match the surroundings. The building broke the stereotype of a incineration plant and the exterior design won Good Design Award on public facility, civil structure and landscape in 2017.
Meguro Cleaning Factory is one of the recent projects of reconstruction in Japan. The processes of demolishment fulfilled environmental protection measurements as well as environmental monitoring to lower the influence on the quality of everyday living of residents. In addition, there are residential areas, elementary schools, and governmental institutes around the plant with trees planted as the buffer. The exterior design balances well with the green surroundings. The incinerators designed by JFE Corporation won the technology award of Japan Combustion Institute.
