The Hsinchu City Government and the European Chamber of Commerce Taiwan (ECCT) hosted the “Smart and Sustainable City Exchange Luncheon” today (April 21) at the Ambassador Hotel Hsinchu. Mayor Kao Hung-An led the city government team in in-depth discussions with representatives from EU member states in Taiwan, ECCT CEO Freddie Höglund, and delegates from numerous European enterprises. Mayor Kao emphasized that Hsinchu City is not only the heart of the global semiconductor industry but also an ideal “living lab” for implementing Europe’s leading technologies in smart governance and net-zero carbon emissions.
During the luncheon, Mayor Kao noted that Hsinchu City boasts a unique “three highs and one low” demographic advantage, featuring Taiwan’s youngest population and a robust pool of top-tier talent. In response to shifting global industrial landscapes, the city government officially established the Department of Digital Development this February, charting a transformation strategy centered around “data, applications, and platforms.” The city is dedicated to cultivating a transparent, efficient, and internationally standardized smart city ecosystem, providing global enterprises with a stable foundation for their operations.
Mayor Kao further explained that the city is moving at full speed ahead on industrial planning and sustainable development. A prime example is the vertical transformation of the Hsiangshan Precision Park; by optimizing land-use efficiency, this initiative effectively expands R&D space for high-tech industries, strengthens industrial clustering, and builds a highly competitive industrial ecosystem. Additionally, to address the net-zero emission demands heavily prioritized by global supply chains, Hsinchu has launched Taiwan’s first “ESG Matching Platform.” This platform actively connects businesses with leading-edge green energy, circular economies, and sustainable technologies. Through a public-private partnership (PPP) model, the city aims to channel private-sector R&D capabilities directly into municipal development.
