On October 22, Acting Mayor Chiu Chen-Yuan of Hsinchu City attended the “Business Today 2025 Sustainable Cities SDGs Awards Ceremony” at the National Taiwan University Hospital International Convention Center. Hsinchu City once again received the “Sustainable City Excellence Award,” demonstrating its strong momentum in sustainable development and governance.

“This honor belongs not only to the city government team but also to all citizens,” said Acting Mayor Chiu. A happy city is not just a slogan; it is something we can truly feel every day. Over the past three years, the city government has maintained strict fiscal discipline, successfully reducing municipal debt by NT$7.8 billion, setting a new record for debt reduction. At the same time, following amendments to the Fiscal Revenue and Expenditure Act, the city actively secured triple the amount of central government funding, providing a solid foundation for urban construction and social welfare. These efforts mark a major step toward a “zero-debt city,” making Hsinchu’s finances healthier and its development more sustainable.

Acting Mayor Chiu emphasized that the city government is advancing its “Five Rings of Happiness” policy framework, which focuses on zero debt, cash distribution, a stable economy, stronger social welfare, and robust infrastructure. The goal is to promote comprehensive urban development and make happiness a tangible part of daily life in Hsinchu. In pursuing zero debt, the city continues to implement fiscal reforms, tightly control expenditures, and manage debt prudently, ensuring that limited resources are directed where they are needed most — laying a firm foundation for sustainable growth.
