The Taiwan Carbon Solution Exchange (TCX) signed a Memorandum of Understanding (MoU) with the Central American Bank for Economic Integration (CABEI) on March 18, 2026, marking a new milestone in climate cooperation between Taiwan and Central America. The signing ceremony took place during the "Global Forum on Carbon Pricing and Climate Finance," co-hosted by TCX and the Taiwan Stock Exchange (TWSE) as part of the 2050 Net Zero City Expo.
TCX CEO Ms. Seren Chen and CABEI Chief Sustainability Officer Mr. Manfred Kopper Castro represented their respective organizations. The event was witnessed by distinguished guests including Minister of Environment Dr. Chi-Ming Peng and Political Deputy Minister of Finance Mr. Ching-Hwa Juan. This partnership aims to establish structured mechanisms for bilateral information exchange on carbon markets and capacity building, strengthening long‑term sustainable development cooperation between Taiwan and Central America.
TCX CEO Ms. Seren Chen stated that in response to the Ministry of Environment’s international cooperation goals, TCX is committed to continuously deepening its global presence. This partnership reflects TCX’s commitment to aligning with international best practices and contributing steadily to global climate action.
Recognized as the leading multilateral development bank in Central America, CABEI plays a pivotal role in supporting climate mitigation and adaptation efforts across its member countries. By advancing dialogue on carbon pricing and market-based mechanisms, CABEI seeks to contribute to the development of enabling conditions that facilitate climate-aligned investment and long-term sustainable growth.
Building on this mission, CABEI Chief Sustainability Officer Mr. Manfred Kopper Castro remarked, “Central America has a unique opportunity to unlock the value of its natural capital through high‑integrity carbon markets. This MoU marks an important step toward strengthening institutional capacities, enhancing regional cooperation, and mobilizing climate finance at scale.
