TCX and International Experts Forge Path for Article 6 Cooperation and Carbon Pricing Strategy

As global net-zero efforts intensify, Article 6 cooperation is moving from rule-setting to action. In response, the Taiwan Carbon Solution Exchange (TCX) and the Taiwan Stock Exchange (TWSE) commissioned the Center for Carbon Research and Solutions at National Sun Yat-sen University (NSYSU) to host the "Aligning Carbon Pricing Strategies with Ambitious National Climate Goals: International Cooperation and Policy Convergence" international symposium recently. The event brought together experts from Japan, Singapore, and Taiwan to explore global carbon pricing mechanisms for meeting national climate goals and to discuss strategies for international cooperation.

TWSE and TCX Chairman Sherman Lin highlighted TCX’s efforts to deepen partnerships with international institutions, including Verra, EEX, and CABEI, to build a diverse climate finance and carbon market ecosystem. Minister of Environment Dr. Chi-Ming Peng outlined the Ministry’s close collaboration with TCX to establish the Taiwan Emissions Trading System (TW ETS) pilot platform by late 2026 and begin pilot trading in 2028. Looking ahead, the Ministry and TCX will together focus on promoting the application of methodologies and increasing the supply of high-quality credits to support a transparent carbon market with international links.

In the keynote sessions, Mr. Hayato Nakamura, Senior Programme Manager at A6IP, shared how Japan has utilized the Joint Crediting Mechanism (JCM) to drive international climate cooperation, demonstrating the practical application of Article 6 of the Paris Agreement. Mr. Jack Chong, Director at S&P Global, emphasized Singapore’s International Carbon Credits (ICCs) mechanisms derived from bilateral agreements under Article 6.2, highlighting how the national registry ensures credit quality and prevents double-counting. Professor Wen-Chen Shih of NCCU noted that Taiwan has signed an MoU with Paraguay to continuously expand the synergies of climate cooperation.

The subsequent panel discussion, moderated by Dr. Hung-Jeng Tsai, Director of the Center for Carbon Research and Solutions at NSYSU, focused on carbon market integration in the Asia-Pacific region. Experts reached a consensus that the region should prioritize 'capacity building' by sharing market experiences to gradually advance practical and feasible carbon pricing strategies.

Moving forward, TCX and TWSE remain committed to supporting national climate strategies by strengthening global partnerships, fostering public-private collaboration, and helping enterprises transform decarbonization challenges into sustainable competitiveness. TCX and TWSE aim to establish a solid foundation for Taiwan’s climate governance and carbon market development within the Asia-Pacific region, driving progress toward the vision of a 'Net-Zero Taiwan, Resilient Homeland'.
