The Taiwan Carbon Solution Exchange (TCX) and the Taiwan Forestry Research Institute, Ministry of Agriculture (TFRI), held a Memorandum of Understanding (MoU) signing press conference on October 29, 2025, announcing their joint commitment to establish Taiwan's natural carbon sink ecosystem. The MoU was formally signed at the ceremony by TCX Chairman Sherman Lin and TFRI Director General Dr. Yen-Hsueh Tseng, and witnessed by Dr. Ling-Yi Tsai, Director General of the Climate Change Administration, Ministry of Environment, and Dr. Lao-Ta Chuang, Director of the Department of Resource Sustainability, Ministry of Agriculture. Both TCX and TFRI believe the MoU will accelerate the promotion of natural carbon sink projects, capacity building, and industrial implementation.
Dr. Tsai emphasized that natural carbon sinks are a cornerstone of Taiwan's net-zero strategy. She commended the Ministry of Agriculture and TFRI for their efforts that led to the Ministry of Environment’s approval of eight nature‑based methodologies and the registration of four domestic carbon credit projects under those methodologies. She expressed confidence that the TCX-TFRI partnership will empower businesses by deepening their understanding of nature‑based methodologies and project processes.
Dr. Chuang noted that natural carbon sinks represent a premium climate solution, as they deliver both carbon absorption and essential environmental co-benefits. He emphasized that Taiwan's rigorous review process for methodologies and projects ensures the carbon credits maintain high quality and public credibility.
Dr. Tseng underscored TFRI's enduring commitment to forest management and conservation research. TFRI will establish an expert consultation team to help enterprises gain foundational knowledge of natural carbon sink projects and translate research outcomes into practice.
TCX Chairman Lin remarked that natural carbon sinks have emerged as a new strategic frontier in the global net-zero transition. TCX and TFRI will deepen cooperation by combining forestry expertise with market mechanisms to accelerate forest carbon sequestration and credit development.
The upcoming 30th session of the Conference of the Parties (COP30) to the UNFCCC, to be held in Belém, Brazil, highlights "Nature Positive" as its theme, reaffirming the global consensus on Nature-Based Solutions. In alignment with this focus, TFRI Chief Secretary Chun-Cheng Lin delivered a presentation on global carbon sink trends and Taiwan's policy to advance Nature-Based Solutions for carbon removal and net-zero goals.
Following this strategic overview, TCX CEO Seren Chen stated that advancing natural carbon sinks and sustainable governance remains TCX's core mission. She emphasized that the effective management of natural assets will transform them into viable solutions for businesses pursuing net-zero transitions, which in turn strengthens Taiwan’s sustainable competitiveness by delivering SDG‑aligned co‑benefits.
TCX and TFRI have also jointly launched the "Forest Carbon Sequestration Project Practical Course," offering comprehensive training on project development and field implementation. The course aims to equip enterprises with the knowledge and capabilities to build a resilient natural carbon sink ecosystem.
