To continuously implement its women-and-child-friendly policies, the Hsinchu City Government hosted the “Bright Minds, Happy Parenting” salon forum on the 15th at the Fleur de Chine Hotel. Combining the “Wishing You a Happy Pregnancy” subsidy series with the “City Care for Ages 0–6” policy, the event was attended in person by Mayor Kao Hung-An. The forum brought together Legislator Chen Ching-Hui, Legislator Chang Chia-Chun, Hsinchu Association of Child Care and Early Education President Cheng Liang-Yi, and representatives from benefiting families to engage in cross-disciplinary discussions on maternity care, parenting support, and family-friendly policies. Together, they explored building a comprehensive support network spanning pre-conception, pregnancy, childbirth, and child-rearing to help families welcome new life with peace of mind.
Mayor Kao Hung-An stated that in the face of declining birth rates, local governments cannot simply wait for central government policies; they must actively step up to support families. She expressed her pleasure in using the forum to share the achievements of Hsinchu City’s maternal and child policies in recent years, as well as exchanging policy experiences and insights with the two visiting legislators, who bring both professional expertise and hands-on parenting experience. Through this dialogue, she hopes to continuously refine the city’s care policies.
Mayor Kao explained that the average childbearing age for women in Hsinchu City ranks among the highest in the nation, with many women delaying marriage and childbirth to focus on their careers. In response, the city government integrated cross-departmental resources—including the Health Bureau, Department of Education, Department of Social Affairs, and Department of Civil Affairs—to launch the “City Care for Ages 0–6” policy. This creates an end-to-end support system spanning pre-conception, pregnancy, childbirth, and child-rearing. By ensuring citizens receive tangible assistance and warm companionship at every major stage of life, the city extends its support from “happy pregnancy” all the way to “happy child-rearing,” creating a friendlier and more livable environment for raising a family.
